Constant Shortness of Breath

I've had this problem for about 10 months now. I am always short of breath, and it is worse when I lie down.
I seem to sometimes be producing more mucus than usual, and using my fingers I can a few small lumps under my jaw.
My GP says it is nothing to worry about, and prescribed me a nose spray - it helped a little at first, but I no longer has any effect.
I have already had checks for viral/bacterial infections and a chest X-Ray. Nothing has been found. I'm fairly worried as the breathing problem is becoming worse.
Can anyone help me?
