Confusing rash in China

Hi, I am having some trouble as I am in CHina with a mysterious rash and no ability to communicate with the doctors.

A few weeks ago I develop small red spots on my arms. They are NOT itchy and are surrounded by little halos of whiter area.

A couple of days ago after a normal day of normal eating and activity I woke up to find thousands of them had suddenly appeared along with some on my legs! In addition, I started getting diarrhea.

I went to the hospital and they did some blood tests. The dermatologist suggested an allergic reaction, possibly to seafood (though I hadn't eaten any). SHe gave me some medicine but after a couple of days nothing has changed.

Unfortunately I don't have a copy of the blood test results but there was indication of two near the end that were high and two low (one normally the result was between 1-10 and mine was less then one, whatever it was.

I'm completely stumped and the internet is not helping much since it keeps talking about itchy spots, which mine are not.

If it is an allergy I can't begin to guess what caused it, though my dry hands might point to overuse of the air conditioner.

This has never happened to her before and the only thing she is allergic to is is skin contact to particular metals. Not sure what caused it, I was thinking it might have had something to do with the pollution affecting air, water, or food.
