Can't get a diagnosis for arm pain

For the past six years I have suffered daily with arm pain. The pain is in both arms and it sometimes upper (from shoulder to elbow) and sometimes lower (from elbow to wrist). I have had carpel tunnel and tendenitous surgery on my right hand. I have arthritis and a bone spur in my neck and lower back. I have degenerative disk disease and a slight herniated disk in my neck, but my doctor says it isn't severe enough to be causing the kind of pain and discomfort that I have. My arms feel so heavy that sometimes I can barely lift them to fix my hair every morning. When I sleep, I can't lift my arms above my head without severe pain in my upper arms. I take 300mg of Neurontin, three times a day, but sometimes that doesn't even help. I have been to so many different doctors, but noone seems to know what it is. I have had three nerve conductive tests that show my nerves are fine. It' isn't in my bones or joints, it feels more like muscle pain. Could someone please suggest something? I am at a loss as to what to do know. Thank you.
