Bumps on toes

Hello i am a 19 year old male who has bumps on his toes. They are little lumps on each toe each right on the crease where your toe bends. Many people who have seen my feet have noticed it and i think theyve been there for a year or more. They are only on my left foot though for some reason. I can see miniature ones "forming" on my right toes though at the same crease. Could they be warts? They are painless also. Why are they all forming in that specific spot then if they are warts? Any insight would be helpful thanks.
