17 with lathery skin that absorbes no moisture

Hey everyone. I have never had any problems with my skin in my life up until 8 months ago out of no where I had about 100 itchy bumps on my face the size of the tip of my baby finger. Some had white puss in them. They were unbelieveably itchy. Within a week i had them all over my arms too. The doctor told me i had eczema and sent me home with a steroid cream. I used the cream for about a month until i started to see results. After the rash went away I started to get the same bumps randomly all over but there would be only one or two in an area. I don't sleep because I am so itchy. Within 3 months my skin texture started to change. The bumps have gone away but my skin doesn't seem to hold moisture no matter how much i lather myself in creams or anything. Nothing works. I still dont sleep. My skin feels like an old persons skin without the wrinkles. It is leathery and dry. Very itchy. Its been 8 months, I don't know what to do? Anyone have any ideas. The doctor doesn't seem to help. I think something internal may be the cause? Help!!!
