Blisters on hands then peeling for Months? YEARS?

After landscaping in the vacinity of some plant life about a year and a half ago i developed very small clustered blisters on the sides of my fingers. I attributed it to poison oak or something. Over time, the blisters would peel away eventualy, and more would form in the new skin. after a good month or two, the blisters did not appear anymore, but my hands are ridiculously dry. THey peel in arbitrary areas for no reason. I have used moisturizers as often as possible. They can help to ensure lighter peeling, but nothing stops it. Its been a year and a half.... I have heard about contact dermatitis, but shouldn't it be cleared up by a year and a half down the road? Every time i see a dry patch of skin on my hands, i just get frustrated... I dont know anymore. Please help
