Bloody stool, irregular periods.

Since I entered 6th grade, probably somewhere around 6 years ago, I have been constipated. I have a bowel movement maybe once a week. I'm 18 now and I thought maybe I'd grow out of it. As the title states, I also have bloody stool. No one else in my family has this kind of problem.
It could be related to my irregular periods. I can go 5+ months without a single period. Once a year I'm on my period for up to two weeks.
I went to the doctor in March. They did a blood test and the doctor stuck his finger... somewhere the sun doesn't shine. They said everything was normal and gave me citrucel, which gives me gas. After taking it for two weeks, I started getting terrible diarrhea.

So, I really want a second opinion on this. Would going to the doctor again just be a waste of money? And any idea what could cause this?
