Persistent Eye Tearing

Hi, I was wondering what is wrong with me.....everyday I go outside, my eyes begin tearing uncontrollably and my nose runs as well. It's only when I go outside, but it's very annoying. I can't leave the house without a box of tissues. As I walk down the street in my neighborhood, the tears just stream down my face uncontrollably. I can't wear eye-make-up anymore and I always must look like I am crying. People even ask me if I am. I am not upset, even though I look it, I just can't control this tearing in my eyes. It gets better when I get indoors. Is is allergies??? Or the wind??? Ultra-sensitive eyes??? I'm getting really tired of coming back home everyday with my eyes all salted from the dried tears and my make-up all over my face in tear marks, feeling like I've just cried a river for no apparent reason. Any suggestions???
