Ear pain for two years

I have had pain in both ears. Both eardrums are caving in the doctors thought it might be allergies so they had me try out different medications with no improvement my new doctor is at a loss about what could be causing this. I am profoundly deaf I have sensorineural nerve deafness , vertigo, COPD and I'm completely lactose intolerant. If anybody can help me out to find out what to do next. I would greatly appreciate it
