Have had lump under skin roughly 2 inch right of naval for 3 years

This lump was not painful to the touch at first. Over time it has become more and more sensitive. It is now extremely tender to the touch. I had surgery for a double hernia around age 1, but scars are below location of lump. Does this sound like a ventral hernia?
