Possible Pacemaker Surgery

I have CCTGA and have recently been told that I need a pacemaker. The hospital gave me a 24 hour heart tracer and on review of that, ECG and echo I was told that they cannot go ahead with the pacemaker straight away as planned. The consultant told me that he is wary of implanting a pacemaker now because of palpitations combined with excess fluid around the heart - apparently this could be a different thing altogether. Any suggestions?
