Itching breasts

For the past 2 months or so, my breasts have been unbearably itchy. It stopped for about a week, then started again. I did nothing differently over the past couple months, aside from starting a new birth control, Lutera. Itching (pruritis) isn't listed as a side affect anywhere. Otherwise, no new lotions, soaps, bras, shirts etc.
The itching is merciless! Over the past 3 weeks, I've started developing very tiny red dots, and a few small areas that look like red bruises, on the tops of my breasts. They go away within a couple days, but have been reoccurring. The itch is burning and kind of tingly in nature. It's driving me crazy!
I have no insurance, so I'd like to avoid an expensive doctor's visit, if possible. If anyone has had anything like this before, I'd appreciate some advice.
