Vertebral Arteries not feeding Basilar artery?

What does it mean if your vertebral arteries are not feeding blood to your basilar artery and the basilar artery is instead getting blood from elsewhere? Is this normal or common, or something that needs correcting? Could it be the cause of symptoms like headaches and dizziness?
