Skin Discoloration

I have noticed skin discoloration on my 10 year old sons legs. The hyperpigmentation consists of markings that resemble lines forming an unusual pattern near his shins on both legs. Initially, I thought that it was some kind of rash, or eczema. However, the dark discoloration appears to be below the skin surface. There are no eruptions. the skin surface is not scaly. There is no swelling, pain or itching. He says that he does not feel bad or lack energy. I have never to my recollection observed this condition. Could someone suggest what this might be and possible treatments. Happy to supply additional info if necessary. Thanks.
