itching, small bump and hive-like rash

I have had a itching, rash over most parts of my body for several weeks that will not go away. I have been to the dermatologist who gave me some creams for my skin and who suggested changes in my diabetes and blood pressure medications. Despite those changes, along with changes in diet, the rash is persistent and annoying. Help!
